Mix wheat starch, flour, and water into a thin batter. Pour a thin layer into a greased pan, steam 2 min until translucent. Repeat until batter is used. Cool sheets, stack, and cut into wide ribbons. Toss with chili oil, sesame paste, vinegar, soy, and julienned cucumber. Serve cold.
